The VEC, with the assistance of the Project Manager and Project
Scientist, will be responsible for the following tasks:
- Providing scientific leadership to the project
- Determining the membership of the collaboration
- Drawing up the overall project plan and yearly plans
- Outlining the technical work to be pursued during that year
- Determining the availability of resources to accomplish the
proposed work
- Assigning detailed responsibility for carrying out such work,
thereby defining sub-project teams, team leaders and updating the
List of Sub-Projects as necessary
- Selection of successors to the Project Scientist and Project
Manager, when necessary, in agreement with the Director of SAO.
Each major contributing institution will appoint one member to the
VEC, to serve for three years. At the beginning of each calendar year,
the VEC will elect one of their members to act as Chair for the year.
Membership of the Collaboration may be modified, with a two-thirds
(2/3) vote of the VEC. Other decisions of the VEC will be decided by
simple majority; in the event of a tie the Chair shall have the
deciding vote. The Project Scientist and Project Manager will be
non-voting members of the VEC (except when they also serve as
representatives of Collaboration groups).
